The electronic health record (EHR) is an essential part of the "doctor in your pocket" social infrastructure linked to the medical establishment. EHR is a framework for single-source storage of all medical information, including individual health and electronic patient records. It is possible that EHR may be adopted very rapidly throughout the United States.

The American Recovery and Reinvestment Act (ARRA) rolled out in February 2009 by the Obama administration as part of its economic package budgets US$19 billion for EHR-related tasks, including financial incentives and aid to promote the adoption of EHR by medical institutions.

The move has resulted in some concrete results. The Department of Health & Human Services (DHHS) has begun drawing up the specs for EHR certification standards and other items. The standard for individual-use medical equipment is expected to be completed in 2012, and adopted in 2013, for example. Vice President and Distinguished Analyst Wes Rishel of Gartner, Inc. of the US estimates that EHR will be used two or three times more by physician's offices in 2013, reaching 10% to 15% of the total.
